Comprehensive Emergency Management Plan (CEMP)
Racine County Emergency Management maintains and updates the county’s Comprehensive Emergency Management Plan or CEMP, addressing roles and responsibilities and activities of all phases of emergency management, from certain mitigation actions through response and recovery. This plan is based upon the concept that emergency functions for various groups involved in emergency management will generally parallel their normal day-to-day functions. To the extent possible, the same personnel and material resources will be employed in both cases. It is generally true, however, that a disaster is a situation in which the usual way of doing things no longer suffices.
The objectives of the Racine County CEMP are to protect public health and safety and prevent loss of life, to preserve property and the environment, to ensure continuity of government and government operations, to restore the community to normal, to mitigate/prevent the causes of damage, and prepare the County in advance of an emergency. Plan Feedback
The CEMP is a living document that must continuously evolve to be effective. To that end, the ongoing feedback and review process that takes place at least annually is crucial for continuous improvement. Feedback from organizations tasked with responsibility over a given functional area is valuable, as is whole-community feedback from all communities and residents.
