The Office of the Clerk of Circuit Court is established by Wisconsin State Constitution and the Clerk of Court is elected by the residents of Racine County to fulfill statutory responsibilities for various record keeping functions of the courts. 

The Clerk of Court is the keeper of the records for the circuit court cases filed in this county. The Clerk of Court's office is also responsible for Jury Management which provides jurors and maintains the jury system for the circuit courts; Court Finances which collects, disburses, and maintains records of all monies for fines, forfeitures, bail, trust, and reimbursements; and Court Administration.  The Clerk's office provides the administrative link between the judiciary, the county board, and the public.

The Racine County Circuit is the fourth largest circuit court in Wisconsin.  Wisconsin Circuit Courts have original jurisdiction of all civil and criminal matters, including probate, juvenile, and traffic matters. Racine's Circuit Court is made up of ten Circuit Court Judges. Judges are assigned to court divisions and rotate divisions every two years (on the even numbered year).
