The Wisconsin Client Rights Office (CRO) has responsibility for implementation and oversight of client rights. The term "client" means anyone in Wisconsin who is:
- Receiving services for mental illness, a developmental disability, or substance abuse
- Receiving protective services or is protectively placed under Chapter 55 of Wisconsin Statutes.
