Highway Facility Permit System Purpose
The County of Racine protects our community’s investment in highway resources through responsible management of highway facilities. Facilities within county trunk highways may include but are not limited to the following four categories:
(1) public or private utility infrastructure
(2) access points such as paths, driveways and intersecting roads
(3) structures such as culverts, embankments, fences and swails
Racine County maintains its trunk highway system in accord with the needs of infrastructure and highway users alike. By maintaining this harmony among all stakeholders, the Department of Public Works and Development Services improves highway service for Racine County citizens, drivers, neighboring landowners, as well as highway facility owners.
The Department’s highway resource stewardship role stems from the guidance provided by federal, state and county highway legislation. This guidance highlights three key influences upon our highway system: highway development and maintenance, utility company infrastructure, and neighboring landowner activity.
The Department implements administrative policies which reflect federal, state, and county legislation in the light of the three influence categories. Our policies - development and maintenance, utility, and access – balance the needs of all highway system users. In this way Racine County unites highway managers and users alike in a team approach that not only protects but improves our community’s highway resources.
Wisconsin Statute § 86.07(2) provides jurisdiction to the County of Racine in regard to county highways, certain rustic roads and associated rights-of-way.

Permitted facilities impose a significant financial burden onto the County of Racine. Permit fees shift part of the burden to those who benefit most from the permitted highway facilities: the permittee.
